Job Description

 Advanced Systems Design is seeking a Business Analyst, Advanced for our client located in Tallahassee, FL .

This position is onsite in Tallahassee, FL, and requires in-person availability starting day 1. Limited telecommuting is currently an option for this position. Candidates are expected to  work a minimum of t hree (3) full days per week in the office . The selected candidate is required to start their first day in the office. In the future, and at the Department's discretion, this option may return to full-time, in the office. 

Job Overview:

The selected candidate will be assigned initially to analyzing and documenting the Chart of Accounts impact on critical business functions, supporting business processes, and related computing assets. Additional focus will be on analyzing budget management related financial systems and dependent business processes owned by the Department and assisting in re-engineering in areas impacted by the Florida PALM Standardized Business Process Model and redeveloped interfaces.

The advanced business analyst is a member of PALM remediation team. They will be expected to work across multiple business units to perform business and detailed systems analysis activities and tasks. They will coordinate with subject matter experts to document requirements. They will also develop test plans, perform test/quality assurance activities and closely coordinate with other remediation team members.

The activities the candidate will be tasked with include, but are not limited to the following:

  • Research and understand FDOT business processes and their inter-relationships.
  • Research and document impacts on agency business systems in relation to the PALM implementation.
  • Facilitate joint analysis workshops with the business units.
  • Gather and document business and technical requirements.
  • Coordinate with data migration and development teams.
  • Create detailed use cases, business rules, and requirements. 
  • Develop Test Plans and Test Cases.
  • Coordinate testing and quality assurance efforts. 
  • Perform oversight reviews of deliverables for compliance with department standards.

Required Qualifications:

  • A minimum of 3 to 5 years of solid business/systems analysis experience and software development projects is required.
  • Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required.  
  • Experience with data migration.
  • Knowledge of testing and quality assurance tools and techniques.
  • Preference will be given to candidates with knowledge of Florida Department of Transportation systems and applications. 
  • Advanced skills with Microsoft products: SharePoint, Teams, Word, Excel, PowerPoint, Power BI, and Project.
  • Ability to relate to stakeholders’ needs, document their requirements, and perform duties in the absence of staff.
  • Ability to receive and give constructive criticism and maintain effective work relationships with others. 
  • Ability to adjust to changing demands in a dynamic environment with diverse work assignments.
  • Ability to perform detailed research, business analysis, as-is and to-be analysis, process modeling.
  • Ability to perform System Analysis & Design using a variety of modeling methodologies and techniques.
  • Ability to expertly facilitate workshops and meetings with stakeholders. 
  • Technical knowledge and understanding of IT infrastructure and software development practices and techniques.

Preferred Qualifications:

  • Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is highly desired.
  • Experience working with Microsoft DevOps is highly desired.
  • Knowledge of change and release management is highly desired.
  • Certified Business Analysis Professional (CBAP) or Certified Scrum Master (CSM) is highly desired. 

Education Required:

  • Bachelor’s degree or master’s degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement.
